Soak thick rice noodles in water until soft.
Boil water in a cooking pot and add soaked rice noodles; cook for 3-5 minutes until soft.
Remove rice noodles from the pot and let the water drain; transfer to a bowl and set aside.
Heat a pan and add annatto oil.
Once the oil is hot, sauté minced garlic and minced onion until the onion is soft.
Add boiled pork belly (liempo) cut into small pieces and sauté for 1 minute.
Add tinapa fish flakes and crushed pork chicharon; mix well.
Add 3 tablespoons of fish sauce and adjust salt to taste.
Add water to the pan to make the sauce well blended and let it simmer.
Add a Knorr shrimp cube and mix to incorporate for a rich shrimp flavor; cook for 3-5 minutes, covered.
Add ground black pepper and stir the mixture until the sauce is reduced.
Combine the sauce with the thick rice noodles and mix carefully.
Add additional chicharon and toasted garlic to the noodles and mix well.
Transfer to a serving plate and add toppings: sliced boiled egg, adobo squid, steamed shrimp, and steamed oyster.
Add blanched napa cabbage (petchay baguio) and chopped scallions on top.
