In a saucepot, heat vegetable oil and melt butter on medium heat.

Sauté onion and celery until soft.

Add corn, bouillon cube, water, and corn cobs cut into half; cover and bring to a boil for 10 minutes.

Remove the corn cobs.

Add quail eggs, fish sauce, ground black pepper, and beaten egg; continue cooking uncovered for 5 minutes.

Garnish with chopped chives and serve hot.
