Cook over low heat until the sugar dissolves completely, stirring occasionally.
Add lemon juice, rose water, vanilla extract, cardamom, and saffron to the mixture.
Increase the heat to medium and bring to a gentle boil.
Reduce heat and simmer until the mixture thickens, about 30-40 minutes.
Remove from heat and let cool to room temperature.
Transfer to sterilized jars and seal tightly.
Store in the refrigerator for up to six months.
