Combine all-purpose flour, water, and salt in a bowl to form a dough.

Knead the dough until smooth, then cover and let it rest for 30 minutes.

In a skillet, heat vegetable oil over medium heat and sauté chopped onion and garlic until translucent.

Add ground beef to the skillet and cook until browned, about 5-7 minutes.

Stir in chopped green chili, cumin, black pepper, and coriander; cook for another 2-3 minutes.

Remove from heat and let the mixture cool slightly before adding the egg.

Divide the rested dough into equal portions and roll each into a thin circle.

Place a portion of the beef mixture in the center of each dough circle.

Fold the edges of the dough over the filling to create a square packet.

Heat a mixture of butter and vegetable oil in a skillet over medium heat.

Cook each mutabbaq for 3-4 minutes on each side until golden brown and crispy.

Remove from skillet and drain on paper towels.

Serve hot with lemon wedges and chopped parsley.
