Thinly slice the Flatiron steak.

Add 2 cloves of minced garlic, a couple tablespoons of palm sugar, oyster sauce, and black pepper to the beef. Mix everything and let it marinate at room temperature.

In a mortar and pestle, combine garlic, 1/2 of a spicy chili pepper (jalapeno), and some palm sugar. Pound into a chunky paste, then add fish sauce and soy sauce. Set aside.

Prepare the herbs: use the other half of the jalapeno, basil, cilantro leaves, cilantro stems, and slice kaffir lime leaves thinly.

Julienne the red bell pepper, jalapeno, and red onion. Note that shallots or green onions can be used as substitutes.

Heat a pan over high heat with a little oil. Add the marinated beef and stir-fry for a couple of minutes until it gets some color. Remove the beef and set it aside.

In the same pan, add a little more oil and the julienned veggies. Stir-fry for a couple of minutes to sear and soften them.

Add the jalapeno, cilantro stems, lime leaves, garlic, and the sauce made earlier to the veggies. Stir to combine.

Return the beef to the pan and cook everything together, stirring until coated in sauce and heated through.

Toss in the basil and cilantro, then turn off the heat.
