Preheat the oven to 180°C (350°F).
Mix flour, salt, and sugar in a large bowl.
Add butter and rub it into the flour until crumbly.
Dissolve yeast in warm water and let it sit until frothy, about 5 minutes.
Combine yeast mixture with the flour mixture and knead until smooth.
Cover the dough and let it rise in a warm place until doubled, about 1 hour.
In a skillet, sauté onions and garlic until translucent, about 3-4 minutes.
Add ground meat, paprika, and black pepper, cooking until browned, about 5-7 minutes.
Stir in chopped parsley and remove from heat to cool.
Roll out the dough on a floured surface and cut into rectangles.
Place meat filling on one side of each rectangle and fold over to seal.
Brush the tops with beaten egg and make small slits for steam.
Bake in the preheated oven until golden brown, about 20-25 minutes.
