Cut the chuck tender roast into pieces about half inch to a quarter inch thick to make beef tips.
Place the cut beef tips into a large Ziploc bag.
Add 1/4 cup of flour, 1 teaspoon of salt, 1/2 teaspoon of black pepper, 1 teaspoon of paprika, 1 teaspoon of onion powder, and 1 teaspoon of garlic powder to the bag.
Seal the bag and shake to coat the beef tips evenly with the flour and seasonings.
Heat a large skillet or Dutch oven over medium-high heat and add 2 tablespoons of cooking oil and 1 tablespoon of butter.
Once the oil is hot and sizzling, add the beef tips in a single layer and sear for 2-3 minutes on one side until browned, then flip and sear for another 2-3 minutes on the other side.
Remove the seared beef tips and place them into the bottom of a crock pot.
In the same skillet, add another tablespoon of oil and sauté 2 chopped celery stalks, 3 chopped carrots, and 1 chopped onion until slightly browned.
Season the vegetables with salt and pepper while cooking.
Add 2 tablespoons of tomato paste, 1 tablespoon of parsley, and a quarter teaspoon each of garlic powder and paprika to the vegetables and mix well.
Pour in 3 cups of beef broth and stir to combine everything together.
Turn off the burner and pour the vegetable and broth mixture over the beef tips in the crock pot.
Cook on low for 5-6 hours or on high for 3-4 hours, checking for tenderness.
Once cooked, serve the beef tips with mashed potatoes and green beans.
