Add 0.5 lb ground beef to a pot over medium high heat and break it up to cook until browned.
Soak up any excess grease from the browned ground beef.
Add 0.5 cup diced onions, 0.5 diced green bell pepper, and 3 minced garlic cloves to the pot and sauté for 3 minutes until softened.
Season with red pepper flakes, garlic powder, onion powder, oregano, black pepper, thyme, salt, cayenne pepper, paprika, and 1 tbsp tomato paste; stir for 1 minute.
Pour in 0.5 of a 28 oz can crushed tomatoes, 2 cups beef broth, 0.5 tsp Worcestershire sauce, and 0.5 tsp sugar; mix and allow to simmer.
Break up and add 6 to 8 lasagna sheets to the simmering soup; stir and allow to simmer for 10 to 12 minutes until tender, stirring occasionally.
After 10 minutes, pour in 0.25 cup heavy whipping cream, add mozzarella cheese, fresh parmesan cheese, and fresh chopped basil; mix until creamy and well combined.
In a small bowl, combine 0.5 cup ricotta, mozzarella cheese, parmesan, salt, black pepper, and fresh chopped parsley; mix well.
Serve the Cajun lasagna soup.
