Preheat oven to 180°C (350°F).
Slice potatoes thinly and layer them at the bottom of a baking dish.
Sauté chopped onions and garlic in olive oil until translucent.
Add ground beef to the skillet and cook until browned, about 5-7 minutes.
Stir in chopped tomatoes, diced bell peppers, cinnamon, nutmeg, salt, and black pepper; simmer for 10 minutes.
Layer the beef mixture over the potatoes in the baking dish.
Slice eggplant and layer it on top of the beef mixture.
In a bowl, whisk eggs, milk, and flour until smooth; pour over the eggplant layer.
Sprinkle cheese on top of the dish.
Bake in the preheated oven for 45-50 minutes, until golden and set.
Let cool for 10 minutes before inverting onto a serving platter.
Garnish with chopped parsley before serving.
