Submerge the duck in the boiling mixture for a few minutes to tighten the skin.
Prepare a glaze with vinegar, honey, and chili powder for the skin.
Brush the glaze over the duck to coat it well before roasting.
Hang the duck in a cool, dry place to dry the skin for several hours.
Preheat the oven to a suitable roasting temperature.
Roast the duck until the skin is crispy and golden, basting occasionally with the remaining glaze.
Let the duck rest before carving.
Serve the duck with pancakes, hoisin sauce, sliced cucumber, and scallions.
