Heat vegetable oil in a large pot over medium heat until shimmering.
Add chopped onions and sauté until translucent, about 5 minutes.

Add diced beef and brown on all sides, about 7-10 minutes.
Incorporate chopped tomatoes, green bell peppers, and carrots, stirring well.
Pour in beef stock and add bay leaves, cumin, and chili powder.
Bring to a boil, then reduce heat to low and cover.
Simmer for 1-1.5 hours until beef is tender, stirring occasionally.
Remove bay leaves and season with salt and black pepper to taste.
Cook rice separately according to package instructions and serve alongside the stew.
