Preheat the oven to 180°C (350°F).
Melt butter in a large mixing bowl.
Mix in semolina, flour, baking powder, and sugar until combined.
Add the egg and vanilla extract, and mix until a dough forms.
Shape the dough into small balls and place them on a baking sheet.
Press an almond into the center of each ball.
Bake in the preheated oven until golden, about 20-25 minutes.
While baking, prepare the syrup by boiling water, sugar, lemon juice, and rose water in a saucepan.
Simmer the syrup for about 10 minutes until slightly thickened.
Remove the cookies from the oven and immediately pour the hot syrup over them.
Let the cookies absorb the syrup for at least 30 minutes before serving.
