Rinse the rice under cold water until the water runs clear.

Heat vegetable oil in a large pot over medium heat until shimmering.

Add chopped onion, garlic, and bell pepper; sauté until softened, about 3-4 minutes.

Stir in the pigeon peas and cook for another 2-3 minutes.

Add the rinsed rice, thyme, bay leaves, black pepper, and salt; mix well.

Pour in the coconut milk and water; bring to a boil.

Reduce heat to low, cover, and simmer for 20-25 minutes until rice is tender.

Remove from heat and let sit covered for 5 minutes.

Fluff the rice with a fork and stir in lime juice.

Garnish with chopped scallions and grated carrots before serving.
