Roast whole spices: 1 tablespoon coriander seeds, 1 teaspoon cumin seeds, 0.5 teaspoon carom seeds, 1 teaspoon black pepper, 4-5 cloves, 1 large piece of cinnamon, 1 large cardamom, a small piece of nutmeg, and a little bit of mace on medium flame until fragrant.

Grind the roasted spices into a powder using a mixer.

In a bowl, mix the spice powder with 1 teaspoon salt, 1 teaspoon red chili powder, a little turmeric, 1 tablespoon ginger-garlic paste, and 2-3 tablespoons lemon juice to create a marinade.

Take 1.5 kg of cleaned fish and make deep cuts on both sides.

Massage the marinade thoroughly onto the fish, ensuring every part is coated and the marinade gets into the cuts.

Transfer the fish onto aluminum foil for steaming and decorate with lemon slices and green chilies.

Fold the aluminum foil tightly to prevent steam from escaping and refrigerate for 3-4 hours.

In a large pot, add water and place a stand inside. Put a steel plate on top of the stand and place the fish on it.

Cover the pot and steam the fish on medium heat for 15-16 minutes, checking to ensure it doesn't overcook.

After 15 minutes, carefully open the foil and check the fish for doneness; it should flake easily and have a pleasant aroma.
