Chop broccoli florets, popping off the little ends.
Slice 1 medium onion and set it aside.
Slice 1 pound of top sirloin as thinly as possible, removing excess fat.
In a bowl, season the beef with 1 teaspoon black pepper, 1/2 teaspoon onion powder, and 2 tablespoons soy sauce.
Add 1 tablespoon cornstarch to the beef and mix until coated; set aside.
Heat 3 tablespoons of olive oil in a skillet over medium heat.
Add the sliced onion to the skillet and sauté until slightly softened.
Add the chopped broccoli to the skillet and stir with the onion.
Pour in 2 tablespoons of water, cover, and let simmer for 2-3 minutes to steam the broccoli.
In a separate bowl, mix 3/4 cup beef broth, 3 tablespoons soy sauce, 1 teaspoon rice vinegar, 2 tablespoons sesame oil, 1 tablespoon hoisin sauce, 1/2 teaspoon ground ginger, 2 tablespoons minced garlic, and 1/4 cup brown sugar together.
Add 1 1/2 tablespoons cornstarch to the sauce mixture and whisk until combined.
Check the broccoli; once done, remove it from the skillet and set aside.
Boil ramen noodles in water for about 3 minutes, then rinse with cold water and drain.
Add more olive oil to the skillet and brown the beef on one side before flipping it to cook the other side.
Once browned, add the sautéed broccoli and onion back to the skillet.
Pour the stir-fry sauce into the skillet and stir everything together, letting it simmer for 3-4 minutes until the sauce thickens.
Add the drained ramen noodles to the skillet and gently mix everything together.
