Combine warm water, sugar, and yeast in a bowl; let sit until frothy, about 5 minutes.
Mix in flour and salt until a dough forms; knead until smooth, about 5-7 minutes.
Cover the dough and let rise in a warm place until doubled in size, about 1 hour.
Preheat the oven to 425°F (220°C) and line a baking sheet with parchment paper.
Bring a large pot of water to a boil and add baking soda.
Divide the dough into small pieces and roll each into a ball; shape into bites.
Boil the bites in batches for 30 seconds, then remove and drain on a towel.
Brush each bite with melted butter and sprinkle with coarse sea salt.
Place on the prepared baking sheet and bake until golden brown, about 12-15 minutes.
Let cool slightly before serving with mustard or cheese dip.
