In a bowl, mix flour and salt. Add cold butter cubes. Rub with fingertips until the texture looks like breadcrumbs.
Add 1 tbsp cold water and quickly form a dough. Flatten slightly, wrap in cling film, and chill for 30 minutes.
Preheat oven to 200 °C (fan 180 °C). Roll the chilled dough to 3 mm thick. Line your pie dish and trim edges neatly.
Prick the base with a fork and chill again for 10 minutes. Line with baking paper, fill with baking beans or rice. Bake 10 minutes, remove the paper/beans, then bake another 5–7 minutes until light golden.
Reduce oven to 180 °C (fan 160 °C).
Whisk together eggs, cream, milk, salt, and white pepper. Stir in the grated Västerbotten cheese and mix gently until smooth.
Pour the cheese mixture into the warm crust. Smooth the surface and bake for 25–30 minutes, until golden and just set in the center.
Let cool for 10–15 minutes before cutting.
