Preheat the oven to 200°F (93°C).
Line a baking sheet with parchment paper.
In a clean bowl, whip egg whites until foamy.
Add cream of tartar and salt; continue whipping until soft peaks form.
Gradually add granulated sugar, one tablespoon at a time, while whipping until stiff peaks form and mixture is glossy.
Mix in vanilla extract gently.
Sift powdered sugar and cornstarch together; fold into meringue gently.
Transfer meringue to a piping bag fitted with a star tip.
Pipe small mounds onto the prepared baking sheet, spacing them apart.
Optional: add food coloring to meringue before piping for a decorative effect.
Bake in the preheated oven for 1-1.5 hours until meringues are dry and can be lifted off the parchment easily.
Turn off the oven and leave meringues inside to cool completely for several hours or overnight.
