Preheat the oven to 325°F.
Gather all ingredients: all-purpose flour, granulated sugar, brown sugar, whole milk, unsalted butter, eggs, orange, ground cinnamon, baking powder, salt, nutmeg, vanilla extract, and 2 Golden Delicious apples.
Melt 1/4 cup of unsalted butter in a saucepan and add 2/3 cup of brown sugar. Mix together and bring to a boil, then turn off the heat.
Pour the brown sugar and butter mixture into the bottom of an 8x8 baking pan that has been sprayed and lined with parchment paper.
Cut the apples in half, quarter them, and slice them thinly. Toss the apple slices with 1 teaspoon of fresh lemon juice to prevent browning.
Arrange the apple slices in the baking pan over the brown sugar mixture, overlapping them nicely.
In a bowl, mix together 1 1/3 cups of all-purpose flour, 1/2 teaspoon of ground cinnamon, 1/4 teaspoon of baking powder, 1/4 teaspoon of salt, and 1/8 teaspoon of nutmeg.
In another bowl, cream together 1/2 cup of room temperature unsalted butter and 1 cup of granulated sugar until fluffy.
Add 2 eggs and 1/2 teaspoon of vanilla extract to the butter and sugar mixture, mixing until combined.
Add 1 teaspoon of orange zest to the mixture and combine.
Gradually add half of the dry ingredients and half of the 1/2 cup of whole milk to the butter mixture, mixing just until combined. Repeat with the remaining dry ingredients and milk, being careful not to overmix.
Spoon the cake batter over the arranged apples in the baking pan, leveling it out for even cooking.
Place the pan in the preheated oven on the middle rack and bake for 55 minutes, checking for doneness at 50 minutes with a toothpick.
After baking, let the cake cool for 15 minutes, then run a knife around the edges to loosen it before inverting onto a plate.
