Preheat the oven to 375°F (190°C).
Finely chop the onion and parsley.
Mix ground beef, chopped onion, parsley, bread crumbs, egg, cumin, coriander, salt, and black pepper in a bowl until well combined.
Shape the mixture into elongated patties or balls.
Heat olive oil in a large skillet over medium heat until shimmering.
Pan-fry the kofta for 3-4 minutes on each side until browned.
Transfer the kofta to a baking dish and pour tomato sauce over them.
Add sliced bell pepper and chili pepper on top of the kofta.
Sprinkle cinnamon over the dish for added flavor.
Cover the baking dish with foil and bake for 20-25 minutes.
Remove from the oven and let it rest for a few minutes before serving.
