Preheat the oven to 350°F (175°C).
Grease a springform pan with butter.

Add vanilla extract, lemon zest, and orange zest; mix well.
In a separate bowl, whisk together flour, baking powder, salt, cinnamon, and nutmeg.
Gradually add the dry ingredients to the cheese mixture, stirring until combined.
Fold in raisins and almonds gently into the batter.
Pour the batter into the prepared springform pan.
Bake in the preheated oven for 45-50 minutes or until set and golden on top.
Remove from the oven and let cool in the pan for 10 minutes.
Carefully remove the sides of the springform pan.
Dust the top with powdered sugar before serving.
