Marinate the fish fillets with black pepper powder, carom seeds, turmeric powder, fish seasoning, coriander cumin powder, ginger garlic powder, coriander chilli paste, Kashmiri red chilli powder, saffron food colour, vinegar, lemon juice, salt, and oil.

Grill the marinated fish fillets until cooked.

In a separate pot, heat butter and oil, then sauté chopped onion and green chillies.

Add whole spices, mace nutmeg powder, black pepper powder, fennel powder, green cardamom powder, cloves cinnamon powder, cumin seeds, turmeric powder, coriander cumin powder, and mandi masala to the pot.

Stir in the basmati rice and mix well with the spices.

Add water and cook the rice until done, then fluff it up.

Serve the grilled fish on top of the rice, garnished with raisins, almonds, and saffron strands.
