Preheat the oven to 350°F (180°C).
Cut the tops off the bell peppers and remove seeds.
Heat 2 tablespoons vegetable oil in a skillet over medium heat.
Sauté 1 chopped onion and 2 cloves minced garlic until translucent, about 3-4 minutes.
Add ground meat to the skillet and cook until browned, about 5-7 minutes.
Stir in rice, 2 tablespoons tomato paste, 1 tablespoon paprika, 1 teaspoon salt, and 1/2 teaspoon pepper; mix well.
Remove from heat and let the filling cool slightly.
Stuff each bell pepper with the meat and rice mixture.
Place stuffed peppers upright in a baking dish.
Pour 2 cups broth into the dish, adding 2 bay leaves.
Cover the dish with foil and bake for 45 minutes.
Remove foil and bake for an additional 15 minutes until peppers are tender.
Garnish with chopped parsley before serving.
Serve with a dollop of sour cream.
