Cover the dough with a cloth and let it rise in a warm place until doubled, about 1 hour.
Roll out the dough to about 1/2 inch thick on a floured surface.
Cut into donut shapes using a cutter or two round molds.
Let the shaped donuts rise for another 30 minutes.
Heat oil in a deep fryer or large pot to 350°F (175°C).
Fry donuts until golden brown on both sides, about 2-3 minutes per side.
Drain on paper towels and let cool slightly.
Mix powdered sugar with water to create a glaze, adding rose water for flavor.
Dip warm donuts in the glaze and sprinkle with saffron or additional powdered sugar.
