List the ingredients needed for the dough and filling.
Start cooking the filling by heating oil in a pot on high heat and adding ground beef, spreading it out without stirring.
After a minute, stir the beef to break it up once it has color.
Add finely chopped onion, garlic, and bell pepper to the beef and cook on high heat for another five minutes, stirring occasionally.
Add tomato paste and the spice mix (salt, black pepper, cayenne pepper, oregano, paprika, ground cumin) to the beef mixture and stir well.
Add 100ml of water to the mixture, reduce heat to medium, and let it cook for another 10 minutes, keeping some moisture in the filling.
Transfer the filling to a bowl and let it cool completely.
In a large bowl, combine water, salt, baking powder, egg, and vinegar, mixing to dissolve the salt.
Add soft butter and then flour to the mixture, using a dough scraper to combine until no dry flour remains.
Knead the dough for about three minutes until smooth but not stretchy, then divide it into six equal pieces.
Shape each piece of dough into a round ball and wrap them up to rest in the fridge for about an hour.
After resting, flatten each dough ball and roll it out with a rolling pin, turning it 90 degrees between rolls to maintain a uniform shape.
Divide the filling into six portions and fill each dough circle, folding and sealing the edges carefully to avoid trapping air.
Crimp the edges using fingers or a fork for a decorative finish.
Heat oil to 180 degrees Celsius (360 Fahrenheit) for frying the empanadas.
Fry the empanadas in batches, flipping them every minute for about five minutes until golden brown.
Drain the fried empanadas on kitchen paper or a rack.
