Soak 500 grams of mutton ribs in water with 1/2 cup vinegar and 1 tablespoon salt for about 1 hour.
Drain the water and dry the mutton ribs.
Sprinkle 1 teaspoon of salt on the ribs to reduce the smell from the fat.
Prepare to steam the ribs in a pressure cooker with about 1.5 cups of water for 12-14 minutes until 90% cooked.
Cover the pressure cooker and let it cook for 12-14 minutes.
For the Arabic rice, add enough water to cook 1/2 kilogram of rice, approximately 3 pints.
Add 1 tablespoon of vinegar, 3 cloves, and 3 cardamom pods to the water.
Add 2-3 green chilies, 1 yellow capsicum, and 1 green capsicum to the pot.
Add 1 tablespoon of garlic and 1 tablespoon of salt to the rice mixture.
Incorporate 3 tablespoons of ghee or butter into the rice mixture.
Cover the pot to infuse the flavors into the rice and bring to a boil over medium-low heat.
Check the mutton ribs; they should be dry and concentrated.
Add the soaked rice to the pot and let it steam until the rice is fluffy.
Once the ribs are steamed, transfer them to a charcoal grill to roast slowly until golden brown and crispy.
Serve the grilled mutton ribs on top of the Arabic rice, optionally garnished with raisins and a drizzle of honey.
