Soak basmati rice for 30 minutes and drain.
Heat olive oil or ghee in a pot over medium heat.
Add finely chopped onion and sauté until translucent.
Stir in minced meat and cook until browned.
Add diced carrots and cook for a few minutes.
Stir in garlic powder, ginger powder, and spices (7-spice, allspice, black pepper).
Add the drained rice and stir to coat with oil and spices.
Pour in chicken stock (or water) and add salt.
Bring to a boil, then reduce heat to low and cover.
Simmer until rice is tender and liquid is absorbed, about 15-20 minutes.
Stir in green peas and cover, cooking for an additional 5 minutes.
Remove from heat and let sit, covered, for 5 minutes.
Fluff rice with a fork and garnish with toasted pine nuts or almonds before serving.
