Activate yeast in warm milk with sugar for 5-10 minutes until frothy.
Mix flour, salt, and nutmeg in a large bowl.
Add activated yeast mixture, eggs, and melted butter to the flour mixture.
Knead until smooth and elastic, about 10 minutes.
Cover the dough and let it rise in a warm place until doubled, about 1 hour.
Roll out the dough on a floured surface to about 1/2 inch thick.
Cut into rounds using a donut cutter or two different-sized circles.
Let the cut donuts rest for 15-20 minutes to rise slightly.
Heat oil in a deep pot to 350°F.
Fry donuts in batches until golden brown, about 2-3 minutes per side.
Remove and drain on paper towels.
Dust with powdered sugar before serving.
