Preheat oven to 160°C (320°F).
Place walnuts on a mesh strainer, wash and rinse raw walnuts.
Spread walnuts in an even layer on a baking tray. Bake in a preheated oven at 160°C (320°F) for 15 minutes or until golden brown. Set aside to cool.
Add walnut and rice flour to a food processor, process the walnut until they are fine and evenly grounded.
Add 200g of water and 1 Tbsp oil, process walnut with high speed to a smooth paste.
Add the rest of the water to the paste, and blend until it is completely smooth, blending time is about 2 minutes depending on the power of your appliance.
Sieve the mixture with a fine strainer. Sieve again before pouring into a cooking pot.
Mix in salt, brown sugar and evaporated milk, stir constantly and bring the mixture to boil on medium heat. Off the heat right after boiling.
