Add 3 cups of water to a medium-sized saucepan.
Add cinnamon sticks and cloves to the water and boil for 5 minutes to infuse the spices.
Add coconut milk to the infused water and stir well.
Wash the rice thoroughly before adding it to the pot.
Add the washed rice to the pot and mix well.
Cover the pot, reduce heat to low, and allow to simmer until the rice is fully cooked, about 20-25 minutes.
Ensure the rice is overcooked for a thick consistency suitable for porridge.
Add evaporated milk and half and half milk and cream to the pot and mix well.
Allow to simmer on low heat to thicken further and cook the rice some more.
Add sweetened condensed milk, spices, raisins, and vanilla extract to the pot.
Taste and adjust sweetness with sugar if needed, according to preference.
Serve the finished Guyanese style rice porridge.
