Soak salt cod in clear water for 45 minutes to remove excess salt.
Prepare the quick pickle by combining half a cup of water, half a cup of white vinegar, salt, sugar, and pickling spices (mustard seed, peppercorn, star anise) in a bowl.
Slice cucumber thinly using a mandolin, about enough for the pickle.
Slice half a medium red onion thinly for the pickle.
Combine sliced cucumber and red onion in a bowl.
Heat the pickling liquid until warm enough to dissolve the salt and sugar, then add to the cucumber and onion mixture and let cool completely before chilling.
After soaking, rinse the salt cod and place it in a saucepan, covering it with about 1 liter of fresh water.
Boil the salt cod for 5 minutes to extract more salt, then drain and rinse with cool water.
Once cooled, flake the salt cod into small pieces.
Heat an iron skillet and add about 2 tablespoons of olive oil.
Add the flaked cod to the skillet and stir.
Add sliced onions to the skillet and cook until caramelized, scraping the bottom of the pan.
Grate in a clove of garlic and add chopped red chili, then season with cracked black pepper.
Prepare the sandwich by loading a soft bun with the fish mixture, adding quick pickle, and topping with sambal.
