Add bay leaves, black pepper, and salt; reduce heat to low and simmer for 20 minutes.

Add green peas and diced red bell pepper; cook for an additional 5 minutes.
Adjust seasoning with soy sauce and sugar; stir well.
Remove bay leaves before serving.
Serve hot with steamed rice.
