In a mixing bowl, add rice flour, tapioca starch, vegetable oil, and warm water.
Whisk the mixture until it dissolves and let it sit for at least 20 minutes.
Hydrate the wood ear mushrooms.
On high heat, add oil to a pan and then add minced garlic.
Once fragrant, add in the ground pork and seasonings, breaking it into small pieces with a wooden spoon.
Next, add in the onions and hydrated wood ear mushrooms.
Brush your working surface with vegetable oil to prevent sticking.
On low heat, ladle 3/4 of the batter onto the pan and swirl to evenly coat it.
Cover with a lid for 1 minute, then remove the lid and flip it over onto a cooking surface.
Add in your fillings, fold in the sides, and roll it up tightly.
Serve with toppings and garnishes like cucumber, blanched bean sprouts, mint, basil, and fried shallots.
