Preheat grill to medium-high heat.
Season beef ribs with salt, black pepper, and paprika.
Heat olive oil in a large pot over medium heat.
Add chopped onion and minced garlic; sauté until translucent, about 3-4 minutes.
Add beef ribs to the pot; brown on all sides, about 5-7 minutes.
Pour in red wine and scrape the bottom of the pot to deglaze.
Add beef broth, bay leaves, cumin, and sugar; bring to a simmer.
Cover and reduce heat to low; braise for 2-3 hours until tender.
Remove ribs from pot and let rest for 10 minutes.
Grill ribs over medium heat for 5-10 minutes, basting with sauce.
Serve with chopped parsley and lemon juice on top.
