Cut the cauliflower into medium florets.
Blanch the florets in hot water for 3 minutes, then drain and set aside.
In a large bowl, combine ginger, garlic, salt, Kashmiri chili, soy sauce, lemon juice, garam masala, all-purpose flour, corn starch, semolina, and sesame oil.
Gradually add water to the dry mixture and mix well to make a thick batter.
Coat 1/3 of the cauliflower florets in the batter and deep fry in hot oil over medium-high heat.
Turn the florets after 2-3 minutes and fry until golden and crisp, about 4-5 minutes.
Drain the fried pieces on wire or paper towels and let cool for 5-10 minutes before serving.
Repeat for the remaining cauliflower florets.
