Preheat the oven to 375°F (190°C).
Rub the beef roast with olive oil, salt, and black pepper.
Sear the roast in a hot skillet until browned on all sides, about 4-5 minutes per side.
Transfer the roast to a roasting pan and add garlic, onion, carrots, and celery around it.
Pour red wine and beef broth into the pan, then add bay leaves and thyme.
Cover the pan with foil and roast in the oven for 1.5 to 2 hours, until the internal temperature reaches 135°F (57°C) for medium-rare.
Remove the roast from the oven and let it rest for 15 minutes before slicing.
Strain the pan juices into a saucepan, discarding solids.
Simmer the strained juices over medium heat, adding flour to thicken, whisking until smooth.
Stir in butter and season with salt and pepper to taste.
Serve sliced roast beef with gravy over the top.
