Melt butter using a hot water bath or microwave for 10-20 seconds.
In a bowl, mix dry ingredients: sugar, flour, and yeast, excluding salt.
Mix in salt after the dry ingredients are combined.
Make a well in the center and add melted butter, half of the milk, and egg.
Gradually add the remaining milk until a soft, sticky dough forms, using about 3/4 cup of milk.
Transfer the dough to a floured surface and knead for 3-5 minutes.
Return the dough to the bowl, cover with a kitchen towel, and let it rise in a warm place for 45 minutes to 1 hour.
Prepare filling by mixing melted butter, jaggery (or brown sugar), and ground cardamom in a bowl.
Grease a pan and dust with flour.
Roll out the dough into a rectangle about 37 cm by 27 cm.
Spread the filling mixture evenly over the dough.
Roll the dough tightly into a cylindrical shape.
