Combine bread flour, sugar, salt, and cardamom in a mixing bowl.
Dissolve yeast in warm milk and let it sit until frothy.
Add the yeast mixture, softened butter, and egg to the dry ingredients and mix until combined.
Knead the dough until smooth and elastic, about 5-7 minutes.
Place the dough in a greased bowl, cover, and let it rise until doubled in size, about 1 hour.
Roll out the dough into a rectangle on a floured surface.
Spread softened butter over the dough and sprinkle with brown sugar and cardamom for the filling.
Roll the dough tightly into a log and slice into equal pieces.
Place the slices on a baking sheet lined with parchment paper.
Cover and let rise for another 30 minutes.
Preheat the oven to 200°C (400°F).
Bake the rolls for 15 minutes until golden brown.
