Heat olive oil in a large pot over medium heat until shimmering.

Add chopped onions and minced garlic; sauté until soft, about 5 minutes.

Increase heat to medium-high, add beef, and brown on all sides, about 8-10 minutes.

Stir in chopped carrots and potatoes; cook for 3-4 minutes until slightly softened.

Add red wine, scraping the bottom of the pot to deglaze, and let simmer for 2-3 minutes.

Stir in beef broth, tomato paste, bay leaves, thyme, salt, and black pepper.
