Mix together 1 1/2 cups flour, 1 cup sugar, 1 teaspoon baking soda, 1/2 teaspoon salt, and 3 tablespoons cocoa powder in a bowl.

Make a little hole in the center of the dry ingredients.

Add 1 tablespoon vinegar, 1 teaspoon vanilla extract, 1/3 cup vegetable oil, and 1 cup water into the hole.

Mix all the ingredients together until well combined.

Pour the mixture into a pan.

Bake in the oven at 350 degrees Fahrenheit for 30 to 35 minutes.

After baking, take the cake out of the oven and let it sit for a few minutes.

In a separate bowl, mix together 1 cup brown sugar, 1/2 cup butter, and 1/4 cup heavy cream.

Spread the mixture on top of the cake.

Put the cake back in the oven for another 5 minutes to caramelize the topping.
