Add scotch bonnet pepper, thyme, bay leaves, and spices; cook for another 2-3 minutes.
Return turkey to the pot and add water to cover; bring to a boil.
Reduce heat to low and simmer for 2-3 hours, stirring occasionally.
Add brown sugar and adjust seasoning with salt and pepper as needed.
Continue to simmer for another 30 minutes until turkey is tender and flavors meld.
Serve hot with rice or bread.
