Soak rice flour in water for several hours or overnight.
Combine soaked rice flour with coconut milk, sugar, and salt until smooth.
Heat a non-stick pan over medium heat and lightly grease it.
Pour a small amount of the batter into the pan, creating small pancakes.
Sprinkle chopped green onions and sesame seeds on top of each pancake.
Cover the pan and cook until the edges are golden and the tops are set, about 3-4 minutes.
Carefully flip the pancakes and cook for an additional 2-3 minutes until golden on both sides.
Remove from the pan and repeat with remaining batter.
Serve warm with palm sugar syrup drizzled on top.
