2 garlic cloves, chopped
1 tsp salt
½ tsp black pepper
1 cup milk
4 cups water
3 tbsp all-purpose flour
1/3 cup vegetable oil
1 tbsp chopped parsley for garnish

Pour vegetable oil in pan on medium heat.

Add in onions and sauté them until softened – don’t brown, stirring occasionally.

Add in chopped celery ribs.

Add in garlic.

Sauté the ingredients until softened.

Add in flour, stir the ingredients until well blended.

Pour in milk slowly and stir until you get a smooth mix.

Pour in water, keep stirring to prevent lumps.
