In a large skillet or wok, add 2 tablespoons of vegetable oil and 4 large eggs.
Scramble the eggs in the skillet until cooked through, then remove them from the pan and set aside.
Add more oil to the skillet if desired, then add minced garlic and stir quickly.
Add rice cauliflower to the skillet and mix well.
Add frozen peas and carrots to the skillet and stir-fry for 2 minutes.
Add toasted sesame oil and soy sauce, then stir-fry for another 2 minutes.
Add chopped green onions and the scrambled eggs back to the skillet, mixing well.
Stir-fry everything together for another 2 minutes, then add a little sugar and salt to taste before removing from heat.
In the same skillet over medium-high heat, add fresh ground chuck and break it up as it browns until cooked through.
Drain most of the excess grease from the beef but leave some for moisture and flavor.
Add more minced garlic and fresh chopped ginger to the beef and stir-fry for 2-3 minutes.
Add green onions to the beef and stir-fry for another 30 seconds or longer if desired.
Add brown sugar, red pepper flakes, soy sauce, and sesame oil to the beef mixture and mix well.
Bring the mixture to a boil, then reduce heat to medium-low and let it simmer for 5 minutes.
To serve, add some of the fried rice to a bowl and top it with the beef mixture.
Optionally, wrap the meat in lettuce and sprinkle with more green onions and toasted sesame seeds.
