Preheat the oven to 350°F (175°C).
Place sliced potatoes in a bowl of water to prevent browning.
Use a mandolin to slice potatoes to 1/8 inch thickness for uniformity.
In a medium saucepan on medium-low heat, add butter, garlic, shallots, salt, and pepper; stir until shallots are soft and translucent.
Turn heat to low and add flour, stirring to coat ingredients.
Slowly add milk while whisking to ensure a smooth mixture without clumps.
Increase heat to medium and bring the mixture to a boil, whisking continuously.
Once boiling, turn off the heat and set the pot aside.
Grease an 8x8 glass baking dish with olive oil.
Layer about a third of the potatoes in the dish, followed by a third of the cream mixture and a third of the cheese; repeat until all ingredients are used.
Bake in the oven for about 1 hour or until potatoes are soft when pricked with a fork.
Optionally, turn on the broiler for 3-4 minutes to achieve a golden brown crust.
