Preheat the oven to 350°F (175°C) and line baking sheets with parchment paper.
In a large bowl, combine honey and brown sugar, mixing until well blended.
Add eggs one at a time, mixing thoroughly after each addition.
In a separate bowl, whisk together flour, baking powder, ground almonds, and spices.
Gradually add the dry ingredients to the wet mixture, stirring until combined.
Fold in lemon and orange zest, walnuts, and candied citrus peel.
Spoon the dough onto prepared baking sheets, spacing them about 2 inches apart.
Bake for 12-15 minutes, or until the edges are firm and the tops are slightly cracked.
Remove from the oven and let cool on the baking sheets for 5 minutes before transferring to wire racks.
In a small saucepan, heat milk and dark chocolate over low heat until melted and smooth.
In a separate bowl, mix powdered sugar with water and vanilla extract until smooth.
Dip the cooled Lebkuchen in the chocolate glaze, allowing excess to drip off.
Place the glazed cookies back on the wire racks to set.
Store in an airtight container for at least 24 hours to enhance flavors.
