Prepare a baking dish by greasing it with butter.
In a saucepan, combine sugar and water, and bring to a boil over medium heat.
Stir until the sugar dissolves completely, then simmer until it reaches a syrupy consistency.
In a separate bowl, mix cornstarch with a little water to create a slurry.
Gradually add the cornstarch mixture to the syrup, stirring continuously to avoid lumps.
Cook the mixture until it thickens, about 5-7 minutes.
Remove from heat and stir in butter, vanilla extract, cardamom, and rose water.
In another bowl, combine flour and milk to form a smooth batter.
Pour the batter into a greased pan and spread evenly.
Bake in a preheated oven at 350°F until golden, about 20-25 minutes.
Remove the cake from the oven and let it cool slightly.
Cut the cake into squares and layer it with the halva mixture.
Sprinkle chopped walnuts and pistachios between the layers.
Dust the top with powdered sugar and serve.
