Preheat the oven to 350°F (175°C).
In a bowl, combine all-purpose flour, cocoa powder, baking powder, baking soda, and salt.
In another bowl, whisk together sugar, eggs, milk, vanilla extract, and melted butter.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Spoon the batter into a greased mini muffin tin, filling each cup about 2/3 full.
Bake for 10-12 minutes, or until a toothpick inserted comes out clean.
Remove from the oven and let cool for a few minutes before transferring to a wire rack.
Prepare the chocolate glaze by melting chocolate with a bit of vegetable oil over low heat.
Dip each timbit into the glaze, allowing excess to drip off.
Sprinkle with chocolate sprinkles while the glaze is still wet.
Let the glaze set for about 15 minutes before serving.
