1

Start by adding flour, instant milk, sugar, and salt into a mixing bowl and mix on low for a couple of minutes.

2

Add vegetable oil to the mixture and mix for another two minutes.

3

Add water to the mixture and mix for one minute before adding the activated yeast.

4

To activate the yeast, warm water to 100 to 110 degrees Fahrenheit, add a packet of yeast and a little sugar, stir, and let sit for 10 minutes until fluffy.

5

Mix the dough on medium speed for two more minutes after adding the activated yeast.

6

Knead the dough for eight minutes until it reaches the right consistency; if it seems wet, add a little more flour until it feels right.

7

Transfer the dough to a bowl coated with vegetable oil, cover it, and let it rise in a warm, dark room for about an hour.

8

Once risen, punch down the dough to release air, cut it in half, and form two balls, placing one back in the bowl.

9

Prepare a cinnamon and sugar mixture and melt some butter in the microwave.

10

Roll out the dough into a rectangle about a quarter inch thick on a lightly floured surface.

11

Spread melted butter over the rolled-out dough, then sprinkle the cinnamon and sugar mixture on top.

12

Cut the dough into rolls, leaving a small space between each as they will rise and spread.

13

Cover the rolls with a towel and let them rise in a warm area for 30 to 50 minutes.

14

Preheat the oven to 400 degrees Fahrenheit.

15

Bake the cinnamon rolls in the oven for 18 to 20 minutes.

16

While the rolls are baking, prepare the icing by mixing powdered sugar with whole milk, adding one tablespoon at a time until the right consistency is reached (about four to five tablespoons).

17

Taste the cinnamon rolls once baked and enjoy.
