Preheat the oven to 350°F (175°C).
Rinse the rice under cold water until the water runs clear.
In a saucepan, combine rice and water; bring to a boil, then reduce heat and simmer until water is absorbed, about 15-20 minutes.
In a large mixing bowl, whisk together milk, sugar, salt, and butter until well combined.
Add the cooked rice to the milk mixture and stir until evenly coated.
In a separate bowl, beat the eggs and then add to the rice mixture along with vanilla extract, baking powder, and spices.
Fold in the grated cheese and lemon zest until evenly distributed.
Pour the mixture into a greased baking dish and smooth the top with a spatula.
Bake in the preheated oven for 45-50 minutes, or until the top is golden and set.
Remove from the oven and let cool for a few minutes before serving.
